High Quality Lighting appears to work in strategic view now but upon entering tactical battles it's all blurry again. Upon exiting the battle the lighting was back to normal again.
NOTE: No option menu available during tactical battles to toggle lighting.

Update: I thought the High Quality Lighting was fixed since after starting a new game it wasn't bugged. Only when I went into Tactical combat did it go blurry. Upon returning to Strategic map it fixed itself. However loading the save caused it to bug out again.
