I used the teleport spell quite frequently during Beta 3.   No problem.   The overall system was a bit cumbersome but the spell worked.

In 3A, however, I have researched and learned teleport but it won't owrk.  It does not give the green cursor when you hold it over one of your cities territory - it stays red just as if I was trying to to teleport to unowned space.

Can anyone tell me what has changed or what I might be doing wrong?   Or is this a but I need to report.
