[Bug/Gameplay] Beta 2A - Still Can't build a Harbor?

I have a city with a ramp/hex into the water and the technology. The Harbor now shows a requirement of city level 1, the issue is the city level, city level shows 3 on the main lower panel but, the city detail screen says town?

How do I know if I really have a city or a town?
