Windows blew me off when I tried go to the quests tab in the kingdom report screen.  Afraid since Windows did it the debug file may not reflect it (?).  I was in that tab a few minutes before with no problem, but since then I had fulfilled the 1st half stranded-knight forboding cave quest -- rescued him and wanted to double check where to take him when it crashed.

Windows application event viewer says

Then reloaded a couple turns earlier, view the quest tab, alt-escaped to add to the post (while still in the quest tab).  Then when I tried to re-open Elemental, Windows blew me off with an error message that I don't recall.
