In the following save game http://dl.dropbox.com/u/5057853/quest_pb/Quest%20problem.EleSav (that displays also a problem for completing the rats quest), the city in the south have build a mine. But no global iron resources are displayed, which is really strange and prevents me to build some advanced units.
BTW, if you destroy the mine, you are destroying it permanently: the tile become a plain.
