Personally they should make it so you can 'Import' food as in make settlements to harvest food that then transport it along the road to the main capital or other pop centers thusly you can have settlements for farming and villages supporting outward cities. Also their should be farming settlements and villages as available options instead of just cities either option works *using cities or settlements* Also one should be able to 'develop' land into usable farmland etc. overtime with magic or hard work and tech personally.
