After you defeat a sovereign, his units still showed up on the map but I wasn't able to engage them in combat; I'd just move into the space, where it would display both figures.
I had exactly the same issue. It happens whenever I defeat a sovereign and it has happened in all of the games ive plaid so far always one unit and always un-attackable but killing a sovereign always removes his city's which i think should stay and be captureable
I can confirm this bug. After having defeated an enemy sovereign their regular units stay on the map, but cannot be interacted with.
