Maintenance costs of cities in Civ IV are less of an end-game issue. It works pretty good against the land-grab at the beginning, I think. Building a stable economy before expanding is not mundane.

If it is just queued orders however I can't imagine this to be a big upload issue at all. I have no problem with this if you play with random people. However I'd object if I wanted to play online with friends who didn't mind the lag and the game won't allow me. But I can't imagine Elemental using a whole lot of bandwidth... [e digicons]:S[/e]
I didn't like the deus-ex-machina approach of Total War either. I have no problem with uprisings but what they brought on was simply ridiculus. Some barbarian hordes coming from off the board - OK. I'd like to make a suggestion on diplomacy - especially starting negotiations. In Civ or almost any other TBS I know starting negotiations is instantaneous as soon as you have discovered a faction (and maybe a tech like in GalCiv2). This may be realistic in the connected world of today but doesn't seem just right in a fantasy setting. To start a diplomatic contact I suggest either the requirement of a diplomatic unit, the use of spells or artifacts. The diplomatic unit could be used f
