Couldn't research Caravans after 3C (.92) came down.Still in the Civ tree right? Units with Moves left after Attacking, should be able to Move. They have been granted Moves via leveling for a reason. Kiting is a MP issue, not SP versus the AI. Don't like it at all. Pace is better. Made me think, "Oh right! This is a Turn based game, What is the hurry..." ;)

What if the Cost of Maintenance per City was based simply on total Prestige points in use? Currently, Prestige is a Cities growth element. The more Prestige, the faster the Pop grows. Pop. = Level. Level determines Tech based buildings allowed. So, if I want low maintenance fees on 1,2,3 or more Cities, the only way to keep costs low is to slow the growth element

What has to be managed carefully though, is if you add maintenance costs per city "owned", how do you reward a player for taking and keeping "captured" cities vs forcing them to have to Raze every one he/she takes over or risk tanking their Economy? Full Window Mode is very poor. Crashes in +/- 25 turns, if that. In Windowed mode, better, 400-500, slows as you go turns, then BAM! Memory out. Although I sort of agree, it is very much a Catch 22 scenario. At some point you will want it to stay where you set it, so either way, you will be forced to either reset it yourself, or always have to reset it from the default 1 and 1.
