A machine completely turning off under load (not rebooting, which would indicate a hidden BSOD) typically results from overheating or a weak/failing PSU.

What error is being displayed on the BSOD specifically? That will generally give you a direction to look in, at least, to identify what issue your system is having.

[/quote] Some users reporting this issue (not to be confused with custom Empire factions having no techs) have noted that running the game in windowed mode solved the issue, so give that a shot. In the future though, please link the debug.er file externally and post the whole thing--this is just the top of it.

It looks like you started a city entirely encompassed by sea and forest, neither of which are buildable (and you can only build adjacent to existing city centers/improvements). A savegame would be helpful though to confirm that that's the case.

Note that the OP's is a texture overlaid over the entire image (different angle than the map grid and you can see regular tiles/fog under it), not a fogging of particular sectors on the map as everyone else is reporting.
