I liked Raza and got a lot of use out of him before I switched entirely to mounted combat, thus leaving him behind in some city for unrest reduction.

I don't think those traits apply to squads. I think they're meant for heroes.

I don't have a lot to add right now, but I totally agree that tactical spells with cast times are often a waste of time.
It's a balance change to go with the removal of encumbrance.
Check your faction to make sure it doesn't have the disadvantage "Can't wear armor." The one I can think of that has this is Resoln/Oracle Ceresa.
Not sure it was an error, just mentioning it seems to come up frequently.
There's 47 mods on Fallen Enchantress Nexus. No, that's not really very many, but it's not exactly miniscule, either. I'd also say that Stormworld doesn't seem very basic, simple.
I don't recall if I have a save for it, but I do know I saw an AI take over the city on turn 12 or so.

Steam Workshop support would be fairly brilliant. I've enjoyed it so far with Skyrim, Torchlight 2, and Civ V.
I've often thought that Kraxis is a big uncooperative jerk. I've also found that with some oddities that exiting the game and reloading can fix things. I hadn't thought of that in this case, but glad you worked it out. Still, a bug and should be fixed if possible.
Have you tried razing the city to see if you can continue after?
I'm okay with undead, although their inclusion did surprise me at first, given what Elemental is (the historical events of the Altarian race/homeworld in Galactic Civilizations). It fits the genre, though.

Steam is one of the best things to happen to PC gaming in years. I'd say probably 2/3 of my currently played games are on Steam, and many I repurchased on Steam at a discount so I could have easier access to them. I'm sick of CDs, and a couple hours to install a game is a minor price to pay. Also, so many games I really enjoy that I never ever would have known about if not for Steam. No argument there. Sometimes it's worth it to give it a go. My understanding is that most core stamps that create starts like that were edited to not do it.

Yeah, I do not understand why that wasn't part of the UI for selecting the pose. I liked the mage stance, but not the lack of glitter. BTW, where are the default unit files stored?
