That is correct, you cant buy sshort spears (or normal spears for non-defensive factions) in your cities.

Yeah, you are right. I wonder what the most useful (and simple) tooltip would be for this? Maybe simply "Will reach Level 2 in 7 turns" if you have enough food. Or "Not enough food to reach the next level" if you don't.

We have a save that captures this, we are checking it out (but I dont think it will be in time fro 0.51).
Please don't condemn anyone whose reporting issues, even if you don't agree with it. That's the whole reason we have beta's, because we want to hear what you guys think will make the game better. And we appreciate it so much when you guys take the time to let us know what you think. As to the issue, I agree they are to tiny on some resolutions. We will check it out.
@Darxim- The lower you set your world difficulty, the more frequent it is. If you are playing at normal world difficulty you will never see it. This is fixed with 0.51.

Steam doesn't try to match the prices in the various regions, or directly translate the US price. Instead they have price tiers that you get set to if you are within a certain range.
You are correct, you can't buy spear's (for non-defensive) or short spears (for defensive) at your cities.
