Seems to be working fine for me. A herbalist doesn't require Essence, but the rest of the upgrades do (so you can't upgrade from a Herbalist to an Apothecary in a city without Essence.

Hmm... No I haven't seen any issues with this. The only thing I can think of is if you have the same internal name as the Mimbly quest and thats why the game is getting confused. BtW, this is a mod question and should be in the mod forum.

Probably a reset here. We have a few internal people that aren't getting 1.2 for some reason so we are working with Valve to try to figure out why.

Yeah, I've walked through the code on this because I've had the same feeling from time to time but it appears to be working. At about the point where I've gotten 3 Stone Maces in a row I also think that it seems very unlikely. But it certainly isn't always the mace, and it doesn't mean that I will always get a mace next (it seems like whenever I'm watching for it it never happens). Im unable to reproduce this (for me relias goes back to the city alone, the ship isnt spawned unless you wint he battle). Is anyone else seing this?
I wasnt able to reproduce this. Maybe something else is causing the delay. If you can link your save game I can test it out.

That's odd. The Medallion field in your xml should be what sets that picture (it only uses the dynamic picture if the medallion field is empty).
