When I think about it, its actually an issue of how the game is set up, the monsters doesn't salt the land specifically, but rather the building of new buildings salt the land (which is rubbish if you ask me), you will notice this by looking at the terrain below a city, looks like sand... You can mod this if you want. You will want to enter the "CoreDifficultyLevels" XML document, and change those around.
