Before comment said, I just tested in 0.98, and I did get an additional 3 population in my city by disbanding a random NON pioneer unit (unit with staffs and weakness, costing 20 production per unit). So you can add units to your city to some extent. Sincerely ~ Kongdej
Playing a custom game ATM and picked the "Quick": - All units start with +3 initiative. - But my trained units does not receive this boon. Sincerely ~ Kongdej
btw don't use "Quick" as it is still bugged. And you cant play Trogs (Yithril race) as kingdom, so better go with krax. Sincerely ~ Kongdej

I think if anything the UI should tell you in which range of WHAT you will be able to build lumbermills and docks/piers.
