That X value is xml defined and currently set to 10 turns.
A timer somewhere would be nice, or some aggression something to otherwise support that they are refusing to accept contact. To date I have found it terribly vague, but am happy to see it altered so I can at least declare war now :)

Seemingly an enemy faction is sitting with a city/outpost on each side of your empire and researched roads too :) Thats my guess anyways. Sincerely ~ Kongdej
I have been trying to get the devs to fix this. Bump!
Its been like this forever. Thought it was part of the difficulty or something to help they AI ^_^ Sincerely ~ Kongdej
It can be moved!?!
Uh-huh, I do this by mistake all the time. Making my interface fly around all over the screen ^_^ Its called "Fat Fingers Syndrome" when you do all the stupid things... I think :P Sincerely ~ Kongdej
Derek, maybe you need to take another look at Sions. Either make them "design"-able like slaves, juggernauts, golems, etc., reduce their cost, move them up in the tech tree, all of the above, or take them out completely.
Take them and use them as a faction ability, would give us 5 different faction specific units, that would give us 3 to go :P Sincerely ~ Kongdej
What are you trying to achieve by this radical changes? Sincerely ~ Kongdej
Is it possible to fix the position of the faction strength score panel? I'm forever catching it with my mouse pointer and sliding it off screen without noticing, then I can't retrieve it when needed.
I think this is annoying, the UI needs to be able to be locked in place, good post ;) Sincerely ~ Kongdej
Well this is simply torture. You make me want to buy the game and then you buy it for me? The nerve...
Ill take your extra copy off your hands if its such a huge deal :D Sincerely ~ Kongdej
Anyone else see this bug before?
Yep. Sincerely ~ Kongdej
Hehe I know very few beta testers ever touch it, but I wonder if the developers ever do ^_^ sincerely ~ Kongdej
Beastlord not worth much? Really?
I don't consider it a proper perk when I can grab items on the random loot that does the same ^_^ All I see on that pic is poor lost XP :P Sincerely ~ Kongdej
They changed groups, so they are 3, 4, 5, and 7 now. So the Urxen bonus isnt' as good anymore.
Same with Tarth's ;) Sincerely ~ Kongdej
I don't understand what you mean. Do you mean it seems like a lot of the stuff people are hoping for isn't in the game and people (like me) keep saying we will just mod it in? Or do you mean something else? If they don't change it, what else can we do?
I am saying that some of the things that I feel is important changes are ignored ;) Nothing wrong with feeling stuff should be modded in, but I hope
I just click the standard factions, and when I get certainly annoyed at the standard faction's sovereigns (because most of them are rubbish), I make my own. I change settings sometimes, currently I am running Expert. 3 enemies on a medium map. normal amount of monsters dense random events/magic/resources/quests scarce heroes, wildlands Random map type. Hi there, noticed something odd with a custom Resoln sovereign, and even though I think it sucked I had to bring Staff of Souls on the custom sovereign, because in my head its part of the Resoln package, the weird thing is in the combat details after combat, it says I recovered 3 million mana.... If I ignore a tiny dot anyways [e digicons];)[/e] Its a tiny thing, but just wanted to shout about it because that makes me happy [e digicons]:D[/e] <img src="http://imageshack.us/a
