Kraxis has always had the Broken Loyalties ability. I agree in that a simple gold fee is able to purchase an entire city. Having an additional limitation added to the spell would go a long way towards balance, imo. Whether that be through and additional Fame fee or through a city unrest threshold; that would need to be played with.

You are not offered the wonder because an AI has already started to build it. LH wonders are not a race to completion as in the Civ series. Once you earmark the build, you can have it sit in your queue indefinately and reserve rights to build. If you don't like this approach, I recommend Parrotmath's Wonders mod; adds pre-wonder structures that are 90% of the cost a fraction of the bonus and you race that. Win that gives the right to earn the wonder construction. <p

This is a bug with the game that has been mentioned before. The building razing feature is a bit gibbled. Permanent effects (like ZoC increases) are not undone upon the destruction of coorisponding building. For the most part this does not matter because there is no reason to be destroying your own buildings. If however, if a mechanic were introduced whereby there was a %chance of buildings being destroyed when a city was conquered (by player/AI/ravaging beasts),

I have yet to see something beat Star Wars VI, the Battle of Endor in terms of full battle sequence.
