Another option would be the 'mother-city' approach. Other than your initial city, A level 2 city can support up to 3 level 1 cities. A level 3 city can support up to 3 level 2 cities. etc. Thus, if you're empire has not developed enough to HAVE a level 2 city, than you cannot have MORE than 3 level 1 cities. Remember MoM?? Of course you do... XD It crashed...especially with that Whirlwind spell...really touch and go. I guess what I getting at is: these crashes impact the game less that trying to cast or do something in the game. Most, if not all, are mitigatable. Ultimately, it would be nice if Stardock was able to flush out these last few...but if they do, it will be at the cost of balancing concerns...cause it's being released on Oct 23. There has been a few threads on this already, but I've been morphing land to my liking, when needed, when the price was 50 mana per cast. At 5 mana per cast, this is going to be pure abuse.

Those spells shouldn't be lower than 25 per cast. IMO, 50 per cast was a really good balance. It was enough not to abuse it, but it you really needed it or wanted to gain a strategic advantage, than it was there to use. Players should easily have enough mana in the game (yes even Gilden) to use the spell at 50 per cast if they needed to. Afterall, that Alchemy spell is straight abusive.

I know this kinda drifts off topic a bit, but I really don't like that city ZoC overrides outpost ZoC, no matter the distance. 2 squares away from a city should be priority ZoC towards that city. 1 sqares away from an outpost should be priority ZoC towards that outpost.
