The problem is (XML wise) I don't think there's a way to only target a non-sovereign champion, because the sovereign is a type of champion. edit: nevermind, not a problem

Arcanum is one of the those tragic games that the publisher (I forget who it was) never let the studio (Troika) completely finish. An amazing story, open world, great characters. I would put that high on my list. And Pool of Radiance.

What gets me is that SD supposedly uses the same tools we do to develop their content for the game (except for the excel XML parser.) It seems to me if they had just invested X labor hours into making those tools more efficient, they might have saved X*2 or X*3 labor hours in developing content for the game. And the modders would be much happier to boot. Maybe I'm looking at it backwards or from the wrong point of view, but that's the way I see it.
Tuidjy is definitely a power gamer, meaning he will use all of the 'best' combos to show how OP those combos are in practice. I think his posts and points were better for showing balance and exploit of the system rather than how to play the game.

I've worked with many small business owners that act a lot like Frogboy. They'll talk up their brand and make big promises, but when the time comes that people come out and say "Hey, you said X two years ago, any word on that?" they say something like "You should be happy with what little you have. An escape/retreat ability would be a great idea for a governor/general type of hero.
