There are many problems with the lighting/shadows in FE that basically make it a 2d game with a 3d engine. Just look at your cities from a low angle on the 'shadowed side' of the building. It looks horrible; you never want to view the world from that angle - ever - and something about that is just not right. I'm not a huge proponent of cutting edge graphics in a strategy game. I only played the original AoW way back in the day, but as I recall that game and FE/LH can't really be compared. AoW was all about the magic and assailing your opponents. It is strategy lite and tactics heavy as I recall. FE/LH is kinda the opposite: strategy heavy and tactics lite. It is more of an empire builder than a tactical wargame. There is still along way to go in all aspects of the game (yes AI, I'm looking at you) but it is a nice game an
And in reality you can do quite a lot with a SpellDef. It doesn't have to be a 'spell' per se. It would be an improvement if they they made more GameModifier ModTypes and Attributes possible.
I really haven't used any mods in Civ 5 yet, I really like the base game as is. Haven't really played any MP either because I don't know anyone else that plays, and trying to join public games is a pain in the ass.

I don't think it can universally modded into the game at this point. the main reason it's not there is because the AI wouldn't be able to deal with it very well.

I would just make it a high level (15+) skill at the end of a long ability tree. Can't really do much about 'chance' at this point. Hopefully in LH melee skills will at least work like a melee attack.
I think the AI should be somewhat adaptive, especially for 'intelligent' mobs. If a dragon flames a unit and it takes little or no damage it should be able to at least say "oh! i'll target that other feller next time!" I don't think that's too unreasonable of an expectation.
