Are you producing any arcane knowledge? You should see a number in the middle-lower left of the screen where the arcane research bar is indicating how much arcane knowledge you are producing. If the number is 0 then you will never 'get there'.

I would think someone on the internet would be able to figure it out... there's plenty of sites dedicated to the subject. In all seriousness though, there is nothing you can actively do. I think there is an "ugly" trait that slows down how frequently you copulate, other than that, nature just takes it's course through the 'turn' button. Keep in mind, just because you see a birth announcement, the kid won't be battle ready for a while.

While I agree with you that this is not a 'bad' game in terms of vision and thought that went it to, there is almost nothing redeeming about the execution, and really you do need both. This isn't about a patch or two to get the game 'set', there are HUGE holes in this game, both in terms of design and bugs. FFS, the release DESERVES to be flogged, it's 3 patches later and still infested with issues. Stardock has admitted it and self flagellated. If you don't want to read it, be a big boy and ignore it. Stop insisting that the only valid content on the forum has to be condoned by you. Barring that, let the mods work it out, it's what they are for.
