If Tarth has an alliance and good relations with other kingdoms, chances are she won't get attacked by them. And Empires would hesitate to attack her as well, because of the alliances. If you can bribe someone into attacking her, that might start a chain reaction.

Curiously, I've never seen this happen when planting an arcane-monolith-as-outpost. It was only when I had a pioneer hanging around who didn't end up getting a city (the faction next door settled too quickly near a likely spot), and I turned that pioneer into an outpost.

To be honest, I wish you two would somehow provide a mod-meld and combine the high fantasy flavor--the factions, the items, the champions, etc--with the retailored tech trees, reconfigured city buildings, new champion traits, etc. Just a thought. I know there's great peril of the sun collapsing into a white dwarf if this happens, but still.

If you're proposing to build traits assignable to specific Paths, then the Path of the Governor really could use some fleshing out. Consider a series of Efficiency traits that improve the yield of resource squares around a specific city where the champion is located. Perhaps a Recruiting trait that turns out city-built units slightly faster.
Already made a thread about mercs, rangers, etc, and the ridiculous upkeep-by-turn. Never heard back on this from Derek. It's essentially broken. The cost is outrageous, so I just mod it down with each new release. I hope it will be fixed someday for everybody, though.
