Most Wildlands do clear. The Darkling City seems...intermittent. I've gotten it to clear once, but not a second time. Maybe they liked what I wearing, or something.

Sometimes I win because I've found better items, gotten better champions, found better city spots, more quickly. Sometimes the AI does. Personally, I like it that way, and I don't want to see things nuked out of interest in balancing the game into one even, grey plain.

I personally like Heavenfall's suggestion. Spamming cities isn't an issue, by the speed through which this happens is in my opinion out of all proportion. Of course, giving the AI more rules to understand when it's a good time to do pioneers, given a pop drain--that's going to be tough on you. But it does add a neat strategic dynamic to things, I think.

WoM was released in August: not much competition at that time of year. The Oct/Nov/Dec timeframe is the best time of year for game sales, but also provides the greatest number of releases to reviewers, as Heavenfall mentioned Frogboy pointing out. Lots of games fall by the wayside, especially long, involved turn-based strategy titles that require a lot of work to dig sufficiently into. Much easier to review the latest action title, or arcade, or FPS. &

You'll find that this has been an issue for some time. And just as above, some people agree with you, while others don't. Myself, I'd like to see more variables in players' hands to control the quality of starting sites, or at least a checkbox or two for a more rigidly defined starting site, and one that's open to greater variance. But this hasn't happened, and isn't likely to.
