Depends on your expectations. The game is good and offers a very complex gameplay mechanic, but has some performance and polishing issues that will take several weeks and months to address plus there is a steep learning curve, especially if you've never played a turn-based strategy game before. Wait if you expect a well polished game or you are a beginner, buy it if you can deal with the initial bugs and issues and have the time to sink your teeth into it.

Tactical battles are currently not an option in multiplayer, yes. There was a post by Frogboy with a very honest evaluation of the multiplayer portion of the game. He stated that, while you will be able to play the game in multiplayer, it is not really that enjoyable in its current form and that you should reconsider buying the game if it is for the multiplayer part in the first place. You must stand outside the city, it won't work if you are in the city. Once you are standing outside, click on your sovereign and open the spellbook (mid-down section, a book icon with two crossed swords), choose the desired spell, click cast button and click on any city tile.
Let me start by applauding Stardock for the game.
