Longstrider Boots used to provide +0.25 combat speed as well. I notice you mention your CPU and your RAM for the minimum/recommended requirements but totally neglect to mention your graphics card. In a way I agree with you on this. There is definitely an issue when it is advantageous to subjugate a race which is supposed to hate your own. On the other hand I really can't see a simple solution to this. Making it so you can't build any buildings of your own would be to severe and just promote a scorched earth policy towards the other faction. I have noticed a trend towards Tarth failing at life. I have had a few games where they did alright though. Generally it's Altar, Umber, and Magnar that dominate (for an AI, still miles below me even on ridiculous). Yithril, Pariden, Gilden, and Capitar tend to be the 'mid-level' AIs and Tarth and Resoln are bottom of the barrel if/when they live long enough to get into the barrel. There's actually an old game I really wish someone would remake, or make a game like it, that to me is a shining example of what "need better graphics" has done to gaming. Birthright: The Gorgon's Alliance. I don't know how many people even ever played that game but it was a weird mix of turn based strategy and third person adventure. I've never trusted auto resolves. AoW:SM had the same issue. I used to play Syrans and have 24 Lightning Catchers defending a fully upgraded city. It really didn't matter what the AI attacked with that defense is instant win when you do it yourself, but hit auto-resolve and sometimes you lose. I think most of the people left on the forums will agree with you actually. I'm like you, I think this is a good game now, with a definite need for AI which is in the works.
