Well, we know that at least Leaders and NPC adventurers will live of their own accord, but yes, I would hope their are smaller factions as well. Nothing like exponential growth Independents ... but Certainly a Slower Logarithmic Scale of Growth ... influenced by actions of them and other actors of course (with actors including players, adventurers, wild beasts, other independent factions, and other lairs)

About the only thing I agree with Cephalo's post is that there (probably) should have been actual implementation of balanced gameplay/mechanics ... as I too thought the main point of Beta 1 was to make a fun game w/o art assets. Ok ... so I am in Campaign for (well, both Dark Crusade and Soulstorm) playing as the Imperial Guard and ... I remember being able to assign Missile Launcher as a heavy weapons upgrade to my guardsmen squads (and Kaskrin squads) But now all I can build are Grenade Launchers and Plasma Guns ... Well ... I will have games where I go out and explore/ adventure etc .... and other games where I make a massive army of domination. I'll probably play 67% of games melee heavy and 33% of games magic heavy Much rarer will be the game where I sit at home ... never leaving my walls o.O

Nah, the Empires are in the east, I think Vizier would be more appropriate :3 In any case, I would think words like Seneschal and Vizier would be at least slightly more common than Quaestor. Also, I just don't get any sinister feeling from the word Quaestor xD

I don't think anyone should get a flat research bonus across all schools of Knowledge, but instead being limited to only one (or two) schools. For instance, you could have 20% off the price of your "favored" school, and 10% off the price of your secondary school. One sovereign might favor adventure, while their race is magical (10% off) or something. Or a warlike race might favor warfare, and then might choose a secondary of civilization, magic, or adventure. Yea, anything that effects teching (other than knowledge points) should be in proportion to your empire size. So 4 viziers might allow a considerable discount for a small nation, while it might take 20 viziers (or so) to get the same discount for a much larger empire.
I think Magic races should get magic techs 20% cheaper, War races should get war techs 20% cheaper, Diplomacy races get Diplo techs 30% cheaper (cause diplo less useful :p), Adventure Races get Adventure techs 20% cheaper, and "Tech Savy" races get Civilization tech 20% cheaper. Or more simply, "Tech Savy" get Civilization techs 20% cheaper and "War races" get War techs 20% cheaper. (since the discussion is only considering the two)

How about you can do TWO things to increase your relations with Faction A? Build an Embassy of A in your city, and send a Diplomacy team to their city. If they haven't built an embassy (for you), then upkeep of your diplomacy team will be slightly higher.
