This bug is still in .983.
There have been a number of posts pointing out this bug, which is most often seen after a unit autocasts a spell at the beginning of combat. See here for one of those posts. But I just ran into it in the middle of a combat. The Shrill Lord in the bottom right just cast Titan's Breath, and my champion Ralle Langet was next to move - but no action bar appeared for him: <img src="https://dl.dropbox.com/u/500397
My Shieldman henchman leveled up, and one of the trait choices offered was shieldwall, but he already has shieldwall. Is this a bug? Can he have shieldwall twice?
I just had a chance to cast Mantle of Oceans on .983, and I no longer see the persistent visual effect. Which is to say, not only does it not persist on tiles my sovereign has moved away from, it also does not continue to show on my sovereign at all. Is that what the rest of you are seeing?

I remember seeing a post from Brad mentioning that some units could fly now, and showing a pic of an air elemental flying over a mountain.

After actually building the town hall the ZOC did, in fact, increase, so it looks like the ZOC +0 on the tooltip is wrong.
After a save and reload, the oceans disappeared, both in the strategic and cloth map: Quitting the game and then reloading the save brought back the oceans.
Did townhall ZOC get nerfed? The tooltip description for town hall for this town says that it will increase the borders, but it shows zone of control +0. Either the ZOC really is 0 and the description is wrong, or the description is right and the ZOC should be +1.
Once the effect starts, it persists and clutters up the map. Here's two turns later:
After casting Mantle of Oceans on my sovereign, the game shows a visual effect on her. Unfortunately, this effect lingers across turns in the tile she used to be in, as shown below. The tile in the lower left is where she was on her last turn.

How do you see the FPS? Is it a cheat code or some utility you have to install?
Saving and reloading the game made this problem go away. You can see from the screenshot above that it's real, though.
In past games, I've seen the currently active unit highlighted in combat with a colored outline around it. In .982, at least with my custom faction, I'm not seeing it. I have two spearmen units in combat below, one is ready to move, but without the highlighting you can't tell which one unless you hover your mouse over both units and see which units light up in the action stack on the left. <img src="https://dl.dropbox.com/u/5003976/FE-2012-10-04_2054.png" alt="
Two games in a row now I've had the Spider Queen random event trigger while my sovereign, one champion, and a summoned sand golem were wandering around as a weak stack and two settlements to support them. The event plopped a number of epic rated spider stacks near my towns, and not long after that they started spawning strong stacks to wander around and trample over improvements. I used the control-U cheat to see where the spider stacks were, and didn't see any near any
