[.983 Bug] Townhall tooltip wrong?

Did townhall ZOC get nerfed? The tooltip description for town hall for this town says that it will increase the borders, but it shows zone of control +0.

Either the ZOC really is 0 and the description is wrong, or the description is right and the ZOC should be +1.

After actually building the town hall the ZOC did, in fact, increase, so it looks like the ZOC +0 on the tooltip is wrong.
