Happened again in the middle of a battle when a Haunter cast Mass Curse. The next unit, my Bard, has no action bar.
The Slave Pen description says that it increases production and construction efficiency, yet it shows production per material staying the same, and construction cost discount staying the same.
Problem #2, the storm spell animation, is still happening in .983.
I have the tech to automatically build roads between towns. I have towns on the north and east side of an approximately rectangular lake. Magnar has a town on the south side of the lake. I found a town on the west side of the lake, but instead of the automatic road being built between my town on the west and my town on the north, the road to the new town is routed through Magnar's town on the south. It's, with the apostrophe, is "it is". Its, without the apostrophe, is possessive. Lose the apostrophe for Burning Dagger.
Somebody else reported this in another thread and Derek said he fixed it. We'll have to wait and see whether he fixed it correctly, or whether the errant apostrophe is still there.
If you hover over the henchman types in the unit design window, you see the exact same description for all three of them: Shieldman and Torch Bearer both say "Bard's level and use ...". First, Sheildman should say "Shieldmen level and use..." and Torch Bearer should say "Torch Bearers level and use ...". Second, Bards should say "Bards level and use ..." - Lose the apostrophe

This just happened to me again in the middle of a battle (NOT at the beginning) when a Fell Dragon cast Contagion.
Same game, second wildland cleared, same result, the quest won't complete. This time it was the scarred lands, where you have to defeat Morian the Ruin of Summer. Defeated all monsters in the area, defeated Morian, got the heart of Morian, but the wildland won't clear and the quest won't end. Do you mean that you bring up the city details window while the build menu is showing, then hit the "Done" button on the details window? If so, I've seen that also, and agree that it could behave in a more friendly manner. By exiting the city detail window and leaving the build menu up.
FWIW, in my current .983 game, Altar lost 2 towns to a rampaging troop of bears. OTOH, an Obsidian Golem seems to have wandered 25 tiles away from its start without hitting any of the 4 towns on its way.

When I last completed this wildlands, which I think was in .981, there was one tile deep inside the walls that was buildable, something like 4 food/3 materials. When I settled a town on it, the wildlands cleared and the quest was over. In .983, there is no buildable tile inside the wall at all. I've cleared all the monsters and goodie huts, but because there's no buildable tile there's no way to end the quest.
Ah yes, I must have missed the notice that it was built. Looking at the details for Altar's capitol, I see that they have built it.
Yes, when I reloaded the game the oceans were back. Memory leaks should be fixed, though.
Has anyone been able to build Hosten's Library in .983? I researched the Higher Education tech that makes it available, but it doesn't show up on the build list in any of my towns. I hit control-U to see the whole map, and none of the AIs have started building it.
