Outlaw, I think your solution is searching for a problem, just complete the "New City" research and you're now ABLE to build another city. No need to worry about anything other than that.

Stuff dies all the time, and the way your Sov will twist the landscape gives plenty of plausibility to the player not needing to actually kill to fuel his magic.
Perhaps trails should develop naturally as your citizens engage in trade between your settlements and then you can upgrade them through research and magic. If you need a road that goes someplace unusual a spell that magically carves a dirt path out of the ground sounds good to me (Or makes a rainbow highway, that would be cool too)
