Yes, it can be resisted so spell mastery is important. There are no other modifiers.
Any chance of getting this into the game? Seems really important to me. Currently, I level-up, I get choices of spelltraits, they mention spells, but I have NO idea what they do. And I can't go to the hiergamenon until I select a trait and close the level-up screen. And the tooltips for the spelltraits aren't complete. It's really annoying to get unlocks due to multiple spelltraits, that I have no idea I am getting.
If I start a game near a 5/2 tile with a nearby farm location, I usually take it just for the faction prestige. It's a weak hero but if you want the administrator traits, it doesn't matter if he gets injuries in battle so you can be a bit careless.

I was playing at challenging. It seems a very strange bonus to have to make the AI more difficult. Why not just boost their production? Instead they get these spells that could wildly unbalance the game in many directions?

I'm seeing the AI cast spells at the start of games that it should not have access to. Examples include Tireless March, and Kingdoms casting the spell Obsession. Originally I thought this was a mod error ( https://forums.elementalgame.com/423795 ) but I'm seeing it in an unmodded game as well.
I think Derek may have mis-spoke. Anyway, Kingdoms get Storm Dragon Camps, Troll Camps, Wildling camps empire gets Darkling camps, Fell Dragon camps and ogre camps (I've never seen those dragon camps in-game)
I noticed another thing, an "on use" (like books) item that unlocks a trait cannot be used if the unit already has that particular trait. You can circumvent this if you want to, by using a UseSpell modifier. Or you can keep it like it is, which has its own merits. After a few games, this basically seems to happen all the time. I don't want to say "gamebreaker", but it is very powerful for the AI.
There's a lot of bad stuff too, that topic hasn't been updated.
First of all, is there a way to permanently toggle a yield display on so when I'm out exploring I actually know if I find a city site or not? YES, go to Options -> Gameplay and make sure you have ticked in Show Terrain info. Back to the game. On that small thing, which is in the top right corner, there is a button. Clicking this button will permanently show the yields.
I saw this little bug appear in a game. The AI cast inspiration twice on a city (the spell is supposed to go only once per city). It was listed as Inspiration (2) in the city details screen. I THINK this happened because the AI had recruited a champion the turn before, and in the new turn he was then going to cast two spells at the same time.
