It's a way to promote constant use of items and give them a little bit of personality by allowing them to grow in power over time instead of being static in values. It wouldn't be done for every single one, just a few items where it fits.

In the city HUD visible on the strategic map directly, the Enchanted Hammer spell icon is a hammer with green waves flowing over it. In the City Details view, the icon is missing the hammer and consists only of the green waves. Edit: On closer inspection, the hammer is still there but it is pitch black and very hard to see (in city details). Slow is gained from Water spellbook, and Slow_Effect is attached on certain monsters such as the summonable Ice Elemental (also water spellbook). The spells stack with each other, which may not be intended?

I think they'll want a save for this. The fact that you have +340% accuracy from a faction-wide thingy makes it look odd. Edit: Oh, it's the Ai that has it? My bad.

These extra-affinity abilities could also possibly be developed by any hero that equips the item. So if I equip an Orb of Justice, I may have a choice of developing an affinity for the item at level-up.
The effect is on the weapon, so it should either work or be removed. I seriously doubt that it's a relic from E:wom, very little XML was copied over and certainly nothing in CoreWeapons.xml.
I'm thinking about an idea that I'd like some feedback on. A certain other game I enjoy has a feature where some equipment gets an extra bonus for being equipped on a particular champion. There is no way to alter an item's appearance or tooltip or actual bonuses in combat or over time. However, let's say an item gives you UnitStat_IsUsingSpecialHammer=1. Then you have a spell that targets that specific unitstat through a calculation. So there you have a viable combat alternative. You can't use it to curse armor outside the battle, but you can use it to give a hammer extra damage or take away something from it.
The Spellstaff weapon has the text "+1 Mana per turn". However, no bonus to mana production is given when I equip the staff and end turn several times. I also do not get mana in tactical battles (if that is the intent).

Derek, I have run into this problem in modded games in reverse, which helps pinpoint the issue. Instead of using the character's normal scale, the scale of the mount is used but forcibly set to 1. Warg Mounts have a 2.6 but this gets reduced to 1, making the mount much smaller than intended. The rider goes along for the ride in scale reduction, possibly because the mount skeleton contains an LCF point that modifies the rider's size. Skeleton shrinks = mount
