I could be wrong but I think its an oversight. I think the first one was supposed to originally only teleport the sov and they changed it last minute. I could be wrong of course. Is it from a 1.06 save game that you continued playing into 1.07? I have played MANY games of 1.07 and haven't seent his happening since the patch. I think you are playing a save game that already had retarded monsters in it.

Ive seen them cast summons, but never saw one actually cast spells in tac combat. Then again I don't usually let them live out the first round, but he attacked me.
Screw the reviews. 1.07 plays fantastic (ai silliness aside of course, brad hasn't came back from vac to start workin on it) Another few patches and it should be really shaping up. Shame I will have my Civ 5 and my contemplated (as in I am on the fence about it) Final Fantasy 14 maybe...wish I had made it into the open beta...want to try it before it releases....

Hmm well two things either try X for razing (I know it works for destroying cities you own) or you might have to research the fortification tech to be able to do it to wild improvements. I've never tried so just kinda guessing here.

Some minor improvements to AI at least. I didn't have much time to play tonight, but when I was fighting the Umber leader he actually got in close and used the one of the ice spells a few times on my troops. I was rather shocked to see him actually cast a spell. I thumped him for it but still good show!
you have to take the appropriate techs you know. I could tech up to level ten and never pick a weapon tech and not be able to use better weapons.

1.07 made wild improvements no longer take city tiles (when connected to a city). So you are reacting for no reason. Well except maybe the being within 5 tiles of your other city, that would be a minor annoyance. Edit 2: that also means its now ALMOST ALWAYS in your favor to have resources linked to the city so that they are protected from wandering monsters etc.
