I'm finally in the like camp for art direction. I don't really give a shit what it looks like so I'm almost completely ambivalent, but the dragon looks good enough to jump off the fence. The fort doesn't have to create units every turn. If being attacked depletes movement, you can tie an army down with normally produced suicide units. The game then becomes a perpetual stalemate whenever someone uses the tactic. There isn't any significant delay a fort can do to a passing army without depleting it's movement. You're assuming an entire segment of the game will be optional. That tends to happen with things tacked onto a game after the fact, as the espionage system in GC2 was. If it's built from the ground up with a system in mind, it's not likely to be optional.
