My problem with your idea is that it seems like a game unto itself. Technology is there to support certain strategies. Here it's running off with it like a bandit Elemental is already doing a lot of new things with technology. I think the breakthrough system is quite good.

From what I've heard already, ancient monsters and weapons will already be popping from the ground. The devs hinted at very rare extremely powerful monsters that might break from their earthly prisons. A lot of elements are randomly chosen to make the game more interesting. In some worlds, say, a giant volcano unpredictably explodes, and in another a great demon is chained at the bottom of a dungeon waiting to serve the one that frees it. Things like that.

DnD as a system for mass combat has been something that has always sort of intrigued me. Chirmaya was going to port DnD to Elemental, but he/she disappeared... scared away by forum trolls, I imagine. So is your objective to unfreeze the world? To restore the sun? You talked about a sandbox game but I don't know what that means in the context of a turn based strategy game. You mean skirmish, right? The one thing I do like about 4ed is the way the default world is post-apocalypt
