I'm going to defend Demiansky's point here. If you send troops into battle you know aren't reliable, it's likely that they won't be reliable. Likewise, a high discipline unit is certain to be reliable. There isn't much of a random factor here. It gives you incentive to use disciplined unit as opposed to units whom are merely more powerful. The garrison evidently needs to be really small. It's a nice idea in general as you don't want to auto-resolve it because you can most certainly win with fewer casualties, but it's still a chore attacking tiny garrisons.

I find it depressing that no game since "Close Combat" has focused on battlefield psychology. Definitely one of the most interesting parts of warfare, and definitely what seperates units acting like human beings from acting like mindless bots. A lot of the features in games we usually think of as restricting actually make the game a lot more fun. I'm not really sure I like this idea. More magic if you cohabit? How does this make any sense? I get your concerns. I think there's a better way to do it. What you're suggesting reminds me of what was used in Black & White. You have to be reasonable. You can't stick to one or two cities and expect to be as powerful or more so than a nation with twice as many. There should be a happy medium. The bell curve is your friend.
