I really doubt dictating what ammunition weapons should use is the intent of the treaty. Napalm, chemical weapons, etc aren't outlawed because they're "too effective" or whatever, but because they're very likely to cause civilian casualties. If you enjoy watching games played, you can also watch the streams on TeamLiquid (there's a listing of all live streams on the right hand side). Tournaments/casts appear under an event header, these are games that are played with an observer commentating, and the streams below are just people playing on their own. There are several good streams for each race, though obviously they're not all on all the time. You can learn a lot about each race by watching the games too.
Exploration has gotten revamped and is a lot less, well, bothersome. It's pretty fun to do now. Scan times are very short (~10 seconds, some variance for skills), you only need to use one probe type (its scan strength increases when you set it for shorter range scans), and cov ops get nice scanning bonuses. Actually, the matchmaking in SC2 is very, very good. First it will place you with people right around your point level. As you keep winning, it gives you tougher and tougher opponents. If you lose, it gives you a bit easier ones.
That's actually only half-true. You need to have a long term plan for your game when you go into a match, if you're playing seriously. There is no "guaranteed win" strategy in SC2. If you want to try cheese, you have to have a plan for what to do if it fails - the very definition of strategy. There is plenty of room for micromanagement (tactics), but if your early pressure fails to win a game outright (which is usually what happens at the top of the ladder), all the tactics aren't going to sa

@OP: Scouting is important, but what's more important is just knowing what your opponent's race can throw at you and coming up with a build that can deal with all/most of it. Starcraft 2 is not a "counter" game. It's not about playing passive and reacting to your opponent's build to "counter" it. In the corporate world, companies will stop being able to downgrade to WinXP in a few years (2014 or 2015), meaning that every new computer they buy will have to have a new OS, and since mixing and matching OS across the company generally doesn't work, they have to upgrade everything.
