You will be able to, however none of that content is available yet (should be soon-ish). They're supposed to set up some system where you can put in your purchase info since the e-book versions didn't come with a code - supposed to work for Amazon and B&N e-books first, and expanded afterwards to others.

There's a fair amount of people who want MP, and to be perfectly honest it's not a good thing to promise it and then keep delaying it until a patch with no firm release estimate (which may be another month or more).

Improving the combat system will require a rebalance of values no matter which way you slice it. It also takes longer than a rebalance of values. With the right changes, tweaking weapons/armor will make the current system less frustrating while they work on improving it (which I do hope they are).

I don't think this is likely. It would be nice, but the logistics just don't work out. First, it would require all the devs to either update the journal each time, or tell someone else (kryo?) each time they think they fixed something. Even with that, it's not until a couple days before a patch release when all the fixes get to go through QA, and some end up getting pulled (see shard damage fix for 1.07). I usually notice it on mounted units, tied to enemy counter-attacks. If I attack on a mount, enemy counter-attacks, then I wait probably around 10 seconds before I can perform an action. If the enemy has no counter-attacks remaining, I can attack normally without the abnormally long pause.

It's by design, more of an arbitrary balancing measure to make sure units don't prance around the battlefield - if it only cost 1, a unit with 6 moves could move 6 tiles per turn, which is a huge amount considering the overall size of the map.

ToEE is based on the Greyhawk D&D setting. It is also the most literal translation of the rulebook (especially as far as combat mechanics) in any semi-recent computer D&D game. If people pre-ordered after the Beta 4 cut-off, they weren't in the beta and the pre-order should be treated no differently than walking into the store on release day and buying it. I don't think it's up to any of us to try and tell people under what conditions they should feel entitled to a refund. But at the same time, the GBOR wording on a refund is pretty specific to technical issues ("incompatible" and "does not function at a reasonable level of performance"). Under this, not liking it does not entitle you to a 100% refund. I know they have offered 75% refunds for "I don't like it" requests, so perhaps if that is your only issue then you should ask for the 75% one.
