I never once left my sovereign in a city in EWOM, but it sounds like Derek might be giving us a few interesting reasons to stay back. 1) We get a free champion to start (of course, we had Janusk before so this isn't totally new) 2) We start with 6 population but cities will grow super slowly without a charismatic champion in the city? 3) Perhaps our sovereigns will now have huge bonus producing traits when stationed in a city like +5 tech/+5 arcan
