This is tedious. Why not have the AI design the AI? In terms of general decisions, you can have repetitive play-testing yield improved AI strategies. By creating a tally system for the development of the AI, you could have it do most of the work for you. I still don't think any additional systems are needed. Tying city advantages to population, and then rewarding players who have fewer cities by giving them higher population growth rates will make both strategies (i.e. city-spamming and city-expanding) viable.
