I don't remember this aspect of civilization ever being a concern in any other 4x I've seen. I could be wrong though. Regardless, I don't think it would add anything interesting to the game. Probably just more tedium, especially when infrastructure expands.

I would be quite willing to wait a good deal longer than we already have. I'm fine just browsing the forums and making design plans with the MoM MOD team. I'd go so far as to say that if 1.1 took another 6 months, but included unit abilities and polished features, I would be delighted. AI is definitely a high priority for any strategy game. Personally though, I want that magical/mystical feel before any of the other things even begin to matter for me. The graphic style goes a long way to achieving this, but it won't be until the spells go epic and the UI style is overhauled, that the immersion will be complete. I don't think that the UI is going to be remodelled by the way.
