I hate the idea of putting those useless things on the building que. No way no how. They moved them away from there because they were never used. The way that those resources work now is fantastic. Sure, they have a few hiccups with merc and knight upkeep and some are fairly uselss, but at least they don't take resources or que space. going back to that would be a headache.
I really don't think a change to the cost of maintenance needs to be made (I would actually argue that they need to be cheaper). You might need to adjust your strategy. Remember, it is a 4x game, don't ignore Exploring for and exploiting resources, items, quest, exp. Don't ignore expansion. Early with pioneers. That's an interesting idea, but I think it would be something the player could exploit and make the AI weak. And it might make the Wraith Sov Superman.
If they are going to be a race that is useful to a magical player, than they need something more. The trait you can choose to add to units to give +3 mana on a kill, isn't enough to me at all. If all Wraith automatically got that, than that would be a start. Also, I think even though they are weak with the -1hp, they should be tougher to kill with magic, that is why I wanted to add resistances. But they need something.
Bandit lord actually is far less useful, Simply because there are no good bandit troops to get and it cost gold to get them. They need to broaden what a bandit is, to add Syndicate also.
The reason that races should be balanced, is it would be more fun. Think about it. Making the Wraiths worthy to play, makes the game have more options and more fun to play. I agree, the AI is too vulnerable to early game rushes. Would be nice if cities were tough to take in the early game, when nobody can afford to build defending units yet. The AI probably can't use Tame, but to be fare, there are no AI sovs with Tame unless you make one and decide to play against it, so I don't think that's really an issue. Recruiting armies with 0 upkeep and some of the monsters are pretty good. But, none of the monsters are as powerful as some of the things you can train. Your ice elemental can tank for one turn? Does that mean he can get hit once and die? That's all mine can do. My problem with the ice elemental, is how fragile it is. It's ability to slow is nice, but it's pretty weak and cost a chunk of mana to cast. If I need a meat shield for one turn, than it's better than nothing, but it's not something to build a champ/sov around.
It's not a RTS. I don't want to be a dick, but only use terms you know as less nice people will jump your ass for it.
I really don't want this changed too much, its fun now, and it has taken work for it to become fun. 1 mana at most would be the limit, but I am fine as is. Instead of bring Beast lord down, lets build up the other options. You can achieve balance in 2 ways, by making every choice weak or making every choice strong. Making every choice a strong choice is a hell of a lot more fun than making everyone meaningless. Beastlord is a good choice, so are a few others.  
Well, it's not easy. Some spells that help a lot are Blind from death 2, and Shrink from Life 3. Slow is kind of helpful now too from water 1. Healing items, like pork, potions, things like that. Spells like Curse from Death 2 that lowers enemies defense to 0 for a few turns is really helpful. If you can build troops with ranged magical staffs, they can hurt a dragon pretty well. Ice is better than fire. <p
Summoning sucks dick. What is worth a shit to summon? Earth elementals are pretty decent. I once got a spell that allowed me to summon Aberrations freed Juggernauts that was cool, but can't remember how I got it. Other than that, I can't think of a reason to use it.
