Don't recall as I wasn't trying to remember, but, I just played through that scenario 2 weekends ago with no problems on 1.6. There is the issue with a town not having any production in the later portion of the scenario, but you don't actually need any at that point. Plus you could always just buy buildings at that point if you really want them. You can always try a verify of your files, although I suspect that isn't the problem.
