How are you supposed to fight a dragon with 20-30 peasants? It should take 3,000+! Bah, 300 spartan peasants should be more than enough. Not all strategy games have to be the same. Civilization and FfH are the games you play to build 50 cities, I was drawn to Elemental because they talked about how the game was based on building a much smaller number of cities.
That's why the Total War games have a hard capped limit. Once you get so many units and individual soldiers on screen and moving at once it will seriously bog-down performance. Things will start looking laggy and generally just "bad". Rather then slow down people's machines or make it look like the game couldn't perform well they

Under beta 2 I could build as many gardens as I had tiles. Thus I can support more cities und

Ah, I forgot to add something. #4 NON-HUD Information I've suggested something a while ago: Army Management Screen I think that an "informational screen" like this is a must for many reasons, but the most important reason is, that it would be much easier to organize your armies and champions as well.
The other issue I have with cities is aesthetic.. And I'm not totally convinced there could be anything done about it at this point.
