8.25 (presuming that's out of 10) is a very respectable score. It actually seems a bit high given the excerpt you quoted. Checking versus other games ... I am surprised Warlock: Master of the Arcane scored an abysmal 6.75. I've never played it myself, but every review I've seen has rated it quite high; that's one and a half whole points below FE's score. Huh ... the only dragon recruitment I've found I can build is very high in the tech tree (Dance with Dragons), costs a buttload of Gildar and a bit of mana IIRC, and only recruits a single dragon (not that I need more than one ... hubba bubba, glad to have even one on my side! XD)

The problem is the strategic elements such as building and researching ... in the real world, wonders like the Great Pyramid of Giza took 20 years to build. At 1 day = 1 turn, 365 x 20 = 7300 turns to complete one ancient-era wonder. That's a lot of clicking "End Turn." When you have to build, research and move, building and researching will take unplayably long if you try to put the realism on the movement side of things.

Overall, Elemental: Fallen Enchantress brings out the best of both worlds and coalesces them into one amazingly customizable and epic experience. An amazing game that not only improves upon it’s predecessor War of Magic, but it obliterates it in terms of quality and polish. Quite possibly one of the best strategy games I’ve played this year, and a great job done by the folks at Stardock. I give Elemental: Fallen

You will not be able to build Pioneers at any point in the campaign, so you will not be able to build a second city. Your resources -- your gildar, research, etc. -- do carry over from map to map in the campaign. And, yeah, always update to Conclaves, and don't bother building troops ... when you've built all the buildings, let yourself get the idle city research bonus.
