I think lots of ppl are too negative here. Sanitation can give interesting choices. If you lack sanitation it can slow growth as already mentioned, but it could also attract animals like giant rats, sewer snakes or what not. If you have good sanitation you could cet positive quests that will give great rewards (build aquaduct and a waterfestival will attract more people), and if you lack it you could get more negative ones (kill the rat packs in city radius or population will go down by a few

About that building maintenance. Could you consider other negative effects of some buildings as well. If you build too many markets (or similar buildings) you will attract more attention from bandits. If you neglect hygiene buildings then rats and such will come knocking, or even diseases that will reduce population slowly but surely.

How about a commanding sovereign that gives +10 exp to all new units.
How about a summoner sovereign that can summon sligthly stronger units than normal or even a unit that noone else can summon
How about an experienced traveller sovereign. He gets a bonus level to his adventure skill so that he can see and take level 2 quests/locations (cant remember, I am on red wine here).
Maybe a resourceful sovereign that at random intervals will find an extra resource withing his territory. Not too often, but it would be a cool thing.
How about a sovereign with an affinity for nature? Every x number of turns this hero gets an animal unit (spider, wolf and such, not too powerful early game, but helpful). After x number of turns the ability gives a strong unit, but then does no more.
I would like a vengeful sovereign. Someone that has been betrayed in some way. This gives +2 attack bonuses against all units of opposite alignment.
I would wait until 1.1 to get a more positive experience. Should not be many days after you get your comp.

My positives: 1. Getting to chose between bonuses and getting an extra unit on city levelup. To enhance this, make the unit be more random in stats. At least in Single Player. These changes sounds like a very good start to reinventing Elemental :) I havent played for a while now as the game is pretty slow on my comp and it is not very fun to play yet. 1.1 gives me faith. I would like to mention Kings Bounty Legend and Kings Bounty Armoured Princess. Stable and fun for me all the way!!! The only bug I know of was some morale bug when you used droids (they dont have morale), and then switched back to normal units.

I wouldnt mind Steam so much I they didnt have these exclusive games like Empire Total War and CIV V. Steam is getting far too much power in my opinion. I use Gamersgate and Impulse for now, but I might be forced into Steam if lots of games will be Steam only.
