I dont know how the game should be on your laptop excactly, but I know one thing. These Vista machines (and other Windows version to a certain extent) tend to fill up with crap that loads every time you start your laptop. So I reccomend a round with CCleaner to remove stuff on startup and clean your registry. I have done this on 5 computers last 14 days. Its a big step in the right direction, but they are not there (a great game) yet. If they keep moving in the right direction they will get there. My guess is that this game will be great next fall.

I got CIV IV complete and Elven Legacy at Gamersgate. I think the problem here (for the sellers) is that we as consumers gets used to getting a great game for a few bucks. When I buy CIV IV complete for 6 Euros I find it harder to buy a new game for 50 Euros. There are always a great number of games on sale, why buy anything at release? A lot of games are pretty useless until patched a few times anyways (will not name names, will not...)

yes, but they would be very different and dynamic. Thereby making the world more alive and unpredictable. In CIV V you see people discussing the Minor nation giving food and that is all it is. People always know what they get when they meet this minor nation. Its boring.

Meeting "smaller" races has been in 4x games for a long time. Even in MOO II you could find a planet with some special farmer people. Its in CIV V and in Elemental as well. I have a problem with the way this is evolving in modern games. These smaller nations are just there to be played with. I want a living world were everything can happen. Play on cloth map only (there is a setting in options) and use auto-resolve for battles. I used to do this before I got a new comp.

If you get no feedback on your crash reports, its a good thing :) That means that you have reported in the requested format (with the zip file) and that Stardock has downloaded the files to see what the problem is. Feedback will normally be "Could you please include zipfile and debug.err file" and such. So you are good error reporters when you get no feedback, thats all
City walls could be something that would cost lots of materials and give a defensive bonuse to city (loong buildtime too). That is one way of giving use to the excess materials. City level upgrades could have a cost too. You do need materials to make your city larger and better suited for your people.
