Towns have buildings that provide a bonus to food to ALL cities. Why not have forts do the same with defensive units? 1. They will match their namesake (forts improve empire defenses) 2. It will make city defenders actually useful (what's the point of defending a fort town, it doesn't produce anything. Its your towns and conclaves you need to defend.)
