The trouble with crowds (any crowd, here too) is that they are fickle. Therefore, if you're going to do something do it for yourself and not to please "your" crowd. But I've said that before. I think though, that if you put out your stuff in the open, there should always be this drive to create something that will appeal to someone out there, be it commercial or for free.
As said above, free software is akin to socialism and socialism is evil, ergo freeware is evil. I'd say PHP, but I type PHP for a living, so I'm biased. Pros of PHP is that it's incredibly easy to learn if you have some familiarity with coding, that the manual is excellent and (in your case) that there are lots of freely available fora/guestbooks/whatever. Con is that it is somewhat primitive, coding style-wise. Ruby is much more elegant, but that's a different story. ASP is mostly used by big corporations, who run everything else on Win
As long as it's transparent and querying gets integrated into Explorer (the file manager) it's going to be good. The current hierachical method of organising files is way too limited for my tastes.

foo_looks acts as a freeform skinnable replacement gui. Involves Lua scripting, so way out of the average skinner's league. Cool though.

Allowing anyone to change anything is one of the wiki dogmas. 450W is overkill. Only necessary if your machine is filled to the brim with hardware. 300W should be more then enough for the average user. The 300W indication for the video card is just a recommendation so they have an excuse to not support people with lesser power supplies. Wouldn't worry about it too much though.

As hinted above, the trouble with a lot of apps is that they store settings in the registry. So if you take DreamWeaver to your father on your external drive, it might or might not work if it wasn't installed there previously. Then again, external drives are very usefull, so it's worth a shot.
