The Elemental Twitter made it sound like next week sometime.
My concern is Impulse may grow too fast iin userbase, which may negate that speed advantage. Good problem for Stardock to have, and one they'd be able to solve. Will those people be playing Elemental though? While not all of Elemental's customers will have high-end computers, it is reasonable to assume they have some form of broadband access, even if it's wireless. The reason this issue concerns me: At work, I have a wireless broadband connection, and I wondered if I'd be able to have MP on that? It's laggy but otherwise is decent- TF2 is playable on it.
SMAC was before the age of broadband pretty much. I don't think speed will be a big problem. At least there is an option to get around Stardock servers- which is a good thing, because what if Stardock went under? (Yeah, I know there's no reason for it to happen for a LONG time, but you never, EVER know) This is why I'm not a fan of forced central servers.

I'm not a fan of the current good/evil dynamic also. I don't mind races starting good/evil though, and events/actions changing them, even if that means ditching some of the neat graphical effects that have been planned. Perhaps, kinda like FFH2, what happens to the world, whether it gets renewed or further torn, would depend on actions more then just your race? This model works well in EU3. Just allow for pausing in battles (with a time limit in MP) and you're set

Since there aren't a lot of fantasy creatures, only humans, trolls, and dragons so far, hitting vulns such as blunt isn't a big deal. Why should we have to use Hamachi though? I say this should be user choice, SD mandated only in ranked. Stardock really does need to come down and clarify the connection upload speed they mean for it not working. That would save a lot of people from stressing out.
Let us make our own judgement. (as in , make this an option) The one area where I can see enforcing limits is if you have ranked matches of some sort. That said, I just can't see a turn based game needing this.
It's a feature whether you like it or not. Honestly, if I knew that the game would not let me play MP because the best connection I can get here wouldn't be good enough, especially when I know for more latency-demanding games it is, I would not buy the game.

I want a definition on what tiny number is. A lot of Americans have tiny numbers as well, due to ISP gouging. This system will not be fair to many parts of the world. On top of that, I'd say latency wouldn't be nearly as important in a turn-based game then a real-time game. Stardock usually doesn't release Betas on a Friday- especially on a holiday weekend, thinking it will either be September 3rd or 8th. They have good reason, what if something goes really wrong and they need to make a fix to keep people from having their computers break or something? Hopefully it's the 3rd, as I work on the weekends and would love to try out the beta at work.
Maybe this could be an event, but in a modified form more appropiate to the times, like a lord building such a thing in his lands (would require high loyalty and high talent perhaps on a governor) Maybe later on the game you get better settlers who start towns off with more buildings?
The influence thing is revolution and people going over the hills claiming your land. As we don't know how influence works in this yet, I would say influence should cause riots/partisans, which can take over and settle areas, instead of an instant takeover. A strong enough military garrison should buy you extra time.
if Stardock was to make an RTS-type game, I'd rather them remake Kohan then X-Com, especially since Timegate jumped the shark immediately after KAG.
